蓮荷餐廳 operates a few veggie buffets in the city - this one sits across from Xingdushentai Park. Features a very large selection of dishes. Choose what you'd like, then pay by weight. Most of the items are vegan except for a couple of casseroles and desserts like ice cream and cake - check with staff. Complimentary rice, congee, soup, water, tea. Diners between 80-89 years of age pay less, those over 90 years old eat for free. Open Mon-Sun 11:30am-2:00pm, 5:30pm-8:30pm.

Maybe the Best Veggie Buffet in Taiwan - Edit
This popular neighborhood restaurant accommodates over 100 diners for lunch and dinner, with over 140 different freshly-prepared gourmet offerings at each seating. All but a few are vegan (save for ice cream and cake among the desserts and one or two casseroles). The food is delicious and the staff is friendly and helpful. I have eaten at more than 20 veggie buffets in Taiwan and this is my favorite.
