The have a menu with some items, but I always go for the rice/noodles plus a choice of 4 different sides from a total of 12 different options to choose from.

They use fresh produce, all or mostly local, and you can taste that they choose quality over price, as everything tastes very good.
The staff is extremely friendly. No English is spoken and the menu is in Chinese, but if you point at the dishes on the counter behind the glass, they'll understand that you want the rice/noodles plus 4 sides (which is 150 NTD).
You can eat it there or have it to go.
It's a small place, and not really a good setting for a date or proper sit-down dinner or something, but it's nice enough for a quick bite and the food is good.
I go there for takeout quite often, as it's healthy, tasty and affordable.
It's 40 metres from exit 2 of Shilin MRT station.
Pros: Good food, Cheap, Fresh & local ingredients
Cons: No English menu & no English spoken
