Nice little place - Edit
Came here on a previous trip to Taiwan. I remember it being located in a residential area, decorated in simple modern decor with Asian flair. Was quite busy that night. Good food. Try the pan fried dumplings "gyoza." Not cheap but moderate for the whole trendy atmosphere and feel.

"The Little Buddhist House" - Edit
People call this place by different names, but everyone I know who has been there becomes a regular. Small, cozy, great staff, English menu. Sadly, they don't serve the dumplings anymore, but everything else on the menu is rad. What me and a friend get every time: spicy fungas (don't laugh, it's awesome), seseme noodles, maotai tofu and the seasonal (scald) vegetables. It's the perfect amount for two. Insanely cheap and yummy!
