Tasty! - Edit
It's a small ice cream and coffee place with many tables outside. When I visited they had three vegan flavors - hazelnut, strawberry and forest berries. All of them 100 lek per scoop. The staff wasn't good with English but finally we figured out which ice cream is vegan.
