There doesn't appear to be anything on the menu marked as vegan/vegetarian and no indication at all that this is anything other than a standard tempura shop.
Tempura often contains egg in the batter and is all fried in the same oil as meat and eggs. The dipping sauce also always contains fish, unless explicitly specified otherwise.

I think it's best to avoid this restaurant until it is actually confirmed that they have actual vegan options.
