Closed when said to be open , not answering phone.

Taxi dropped me off at 1645 when Happy Cow said restaurant was open. Restaurant closed. No one answering phone. A lot of puzzled/possibly unfriendly stares from people hanging out of the sidewalk. A number of nearby businesses seemed to be out of business. Ended up getting another taxi and leaving without eating as situation did not feel safe even to hang out for 15 minutes until maybe or maybe not restaurant opened. Make sure you get someone on the phone and confirm it is open, before going.
