Perhaps I can offer an explanation, not an excuse. Perhaps the policy is enforced because a staff member suffers from MCS, Multiple Chemical Sensitivity. People with MCS are like the proverbial canary in the mine in that they get very ill when exposed to fragrances that do not affect most of us, and when they get ill they often become belligerent and obnoxious toward the person who is the source of the fragrance. Not likely that the chef had MCS, else he would not have come near you, but he perhaps was channeling the animosity of the staff member who does have the MCS.
