Smear infection is way less of a source for Covid 19 infection than aerosols. So, if you want to do something about preventing infections, tell staff and customers to wear face masks before/after eating inside. I never heard of cash money being an environmental problem. Do you have a source for that claim? But if you want to do something about the environment, please consider using less throw away tableware. We, as well as all other customers I saw, had no real plates, but only stuff made of paper/cardboard which was not reusable and most certainly went to the trashcan.
